We always think Israel as to the explosion, but even Lebanon cleared them (which actually a rare, good, development there). But thinking a bit more, the idea of sending thousands of tons of explosives to the middle of a large city, all at once, was smart on the part of the terrorists, PRECISELY because Israel would not take them out, due to the collateral damage that we see here.
