I don’t think amnesty is nearly as important to these people as you assume.

I couple of years ago I saw a fascinating report about the 1986 “amnesty” immigration reform law. According to this report, fewer than 30% of the illegal immigrants who were eligible for amnesty under that law ever became U.S. citizens.

I suspect a lot of these people have no interest in emerging from the shadows and signing up to be citizens.

They have no real interest in citizenship, the status quo serves them well.
As long as the rule of law is not restored and they are not deported, they don’t really care.
