If democrat Kelly wins the Arizona Senate race, he could be sworn in as early as November 30th. If he wins, hypothetically, that would narrow the Republicans 53-to-47 in the Senate. We've already heard some RINO Senators say they will not vote for replacement until after the election. Is this a special AZ law...early swearing in??

No, the winner of the AZ Senate race will fill the five weeks or so left in the McCain term.

Is this a special AZ law...early swearing in?? No, it's a special election to fill a vacancy.
McSally was appointed for the interim. Her term is over when the elected Senator wins. The elected Senator is entitled to the seat immediately after the election is certified.
However, the special election is to fill a vacancy in the remaining two years of the seat, so Arizona will be doing this all over again in 2022 when the seat is normally up for re-election.
