And by the way, this whole issue applies only to the individual market (not group) and to people applying for insurance for the first time. (The IM is typically self-employed or financially independent individuals)
Otherwise, people with AIDS, advanced cancer or other hi-cost treatment requirements can move to Maine, and get the "guaranteed issue" coverage, then immediately start making $100,000 claims.
