You really think he will? And even if he did so what? Trump gave all of Jerusalem to Israel, Biden can't change that. He gave Israel permission to annex whatever they wanted in the West Bank, Biden may not like it but it's the Arab countries that are establishing relations with Israel that keep Netenyahu from moving ahead on that and nothing Biden can say will deter Netanyahu if he decides to move. So Trump has pretty much tied his hands.
