As others said, I think the offer has always been there, but PR has said no thanks.
It can be approved unilaterally by the 117’th congress, which is not bound by the Constitution, as shown by an Sinate impeachment trial of a private citizen.
To further that end, if the 117th rejected it, there should be nothing stopping Bidan from issuing an EO to the same ends.

If it can benefit dems, it needs nothing more than an executive order
Article IV, Section 3, Clause 1 gives Congress authority to admit new States. It does not require Congress receive consent from the territory to be admitted. The only express limitations on Congress's statehood power involve the borders of already admitted States.

Nope. It’s all done by Congress and the joining territory/possession. If PR votes to join (which I don’t believe they have yet), and Congress votes to add them, they’re in.
The protection for the states on this matter (and many other matters) was a design-function of the Senate. But, that was undone by the 17A.
