What is a “rogue” mormon? Which communities and which antics were you referring to?

There are people, like Romney’s family, who may have been turned “rogue” Mormon by anti-polygamy laws a century ago, but now they are just Mormon. And until recently, crossing the US Mexican border was at least supposed to be harder than going from Utah to Arizona. I wouldn’t assume anything about the victims until more information comes out.
