I read Ryan Petersen's thread and he states the source of the problem is lack of space in the container yards. However, he doesn't say why the yards are full of containers. I believe the container yards are full because there is insufficient trucking to pick up the pallets in the containers, so the containers just sit there - waiting.
Petersen's solution is to stack containers six high (instead of two) and expand yard space, but this is only a temporary solution if there are not enough trucks to empty the containers.
