Yeh, he just gets himself into more trouble. He also said she was his friend and he took her to dinner, which does not exactly help him. Was he involved with her or coming on to her?
He probably fired it deliberately at her, not thinking it was loaded. At best he was reckless. It is possible that he had fired guns with blanks at people on the set before, and no one would make an issue of it for various reasons or they were not listened to. Some people with money and power get away with things that would get ordinary people fired or arrested and then do worse things until they finally get in trouble.
Was Baldwin’s playing with guns or other gun safety issues related to the camera crew walking off? Did the camera crew walking off or issues with the replacements lead Baldwin to point the revolver at the manager of the camera crew?
There are obviously big failings that apparently neither Baldwin nor the Assistant Director checked whether it was loaded, but that is not surprising given the attitudes of Hollywood managers and stars.
The sheriff indicated they seized live bullets on the set. That is another serious failing, probably not mainly tied to Baldwin.

His problem is that this was his production, there were known
to be safety issues. He was practicing quick draw with a
loaded weapon with people around.
He’s about as wide open to charges as a guy could be.
Tia Carrere did a livestream on Friday and at one point said that actors are never supposed to point a gun directly at someone else. Keep in mind she starred in True Lies and 66 episodes of the action show Relic Hunter.
