That’s one good question. Another is:

Does having cancer mean you don’t have to follow laws/ordinances/etc.?

If someone is not following city ordinances, can’t the city arrange to do the work to bring a property up to code, and then lien the property for the cost?

If you let your property get to be too derelict, the city usually has the power condemn and demolish it, and lien the now-empty lot for the cost so that the bill will get paid whenever the lot is sold.
