It should be performance based but it never really is once a company gets to a certain size as prideful power or uniformity takes control...and dilbert is hired.

Dilbert is NOT the problem. Wally is a problem. Catbert is a problem. Consultants like Dogbert are problems. Most of all pointy-haired and pointy-headed management is the problem. Dilbert, Alice, Asok and even Tina do real work.
