That is 13% of the population, and it hasn't grown. So why waste precious time trying to convince a majority of a minority of voters whose population rates are stagnant, if not decreasing?
Better to spend time on Hispanics, where they are not going to vote lockstep 90% for the Dem each and every time (look what happened with that House race in Texas a few weeks ago).
