She’s claiming the government was the victim by being given lower tax assessment values. Although I don’t understand why the NY state people could not have done more due dilligence, if they were supposedly concerned about Trump understating value. But the bar is a lot lower in civil cases so Trump will likely settle this since he has a bigger chance of losing or wasting huge amounts of time and money.

Where I live, the county auditor is responsible for assessing property values for taxation purposes. You can try to talk the auditor into lowering your value but good luck with that. The auditor knows the impact of doing that.
