If a bomb goes off at a major logistics hub (say a tactical nuke destroying a key rail station or bridge) I’ll be inclined to blame the Russians. If it goes off somewhere where there is somehow minimal or no real damage (including from radiation), no matter what the excuses/explanation offered I’ll be much more inclined to blame the deep state.

Ukraine signed the Minsk Agreements in 2014/15 allowing the Donbas to have autonomy. Why’d they do that if they truly felt the citizens of the Donbas were attacking them internally?
