San Francisco's reparations committee will propose paying $5million to each longtime black resident of the city in a reparations plan this spring.
To qualify, people need to have identified as black on public records for at least 10 years and be at least 18 years old. They also must qualify for two of a number of requirements, including having been born in the city or migrated to it between 1940 and 1996 and then lived there for 13 years.
It is unclear exactly how many people would qualify should the proposal pass, but if just 10,000 people qualified it would cost at least $50billion.
The proposal will be submitted to Mayor London Breed and the San Francisco Board of Supervisors and the San Francisco Human Rights Commission in June. Board President Aaron Peskin told the San Francisco Chronicle he hopes the proposal will pass.
They were unveiled weeks after the chair of California's Reparations Task Force claimed the state's black residents were owed $1 million each.
The $5million payment to qualifying San Francisco residents is just the beginning of the draft's proposals.
'A lump sum payment would compensate the affected population for the decades of harms that they have experienced, and will redress the economic and opportunity losses that Black San Franciscans have endured, collectively, as the result of both intentional decisions and unintended harms perpetuated by City policy.'
The proposal also offers a number of other requirements to be handed out to qualifiers, including the creation of a 'comprehensive debt forgiveness program' which would eliminate credit card and other debts, along with student and housing loans.

Why not just turn over the homes of those citizens who choose to opt out of California altogether by moving to another state?
I think that is a very well-known tactic by authoritarian regimes who choose to drive out minorities or ethnic groups.

I very seriously doubt this actually comes to pass even in SF and certainly not nationwide.

Australia tried to do a similar scheme for the Aboriginals.
As I recall something like 80%? of the funds went to the cost of implementation!
I will stand by my expectation of this leading to some level of rioting, weather it is a few dozen looters for a day or thousands for a week being the unknown.
If it happens at all those who fail to make the cut for $$$$$ are not going to be happy and many will lash out.
Yes, my being very rural does provide a cushion against such madness.
Not only am I in a mostly rural state I am also very far away from any urban centers.
We probably have less than fifty “Black” folk in the entire county and are too well armed for anyone to come here to make trouble.

I think someone is, but I don’t know who. They couldn’t do it with BLM and Antifa, so maybe trying to get “reparations” is their ace in the hole. I don’t think it’s going to work, though.

As “wards of the state”, American Indians have the option of getting paid to live on a reservation without lifting a finger. It is often a destructive lifestyle but some still opt for it. It seems many urban blacks want the same deal with just much higher cash payments; they are currently on urban reservations where the tax base is dwindling and will soon resemble that of Indian reservations (zero tax base), so they insist on living in more pleasant places where everyone else is working their tails off to afford living there.
This is already unfolding here in NJ where broke cities are farming out their black populations to surrounding suburbs; any new constructions of multi-families require set-asides for “affordable” units, and those urban populations are dumped on taxpaying suburbanites to provide all of the services the broke cities can no longer afford. I don’t know how you sell the other 90% of units in a place where 10% is set aside for the idle criminal underclass (of any color).
