I actually saw that ad on TV last summer or fall a few times (since we get NY sports stations).

I am on the other side of the state with no connection to the navy or the Kitsap Peninsula but I do know the Pacific fleet ballistic missile subs (SSBNs) are home ported at Naval Base Kitsap-Bangor, not -Bremerton. Naval Base Kitsap has numerous locations around the peninsula.
You will be safe if you climb into a refrigerator.
A ten megaton airburst detonated above Bangor would do “medium” structural damage out to about 2/3 of the way to Bremerton (10 mile radius).

Of course, to modern readers / viewers, those two works contain a lot of ludicrous advice / observations.
In "Alas, Babylon," the protagonists is portrayed as being real smart because he buries a stash containing a 3-lb bag of coffee in preparation for the Post-Apocalyptic Era. "That'll come in real handy!"
(Modern preppers would laugh and say that 300 lbs would be more realistic.)
In "On the Beach" (the movie), there's a scene where Fred Astaire (in a rare dramatic role as a Nuclear Scientist) gets drunk at a party with other survivors in post-atomic Australia and laments, "Do you realize that the background radiation level in this room is NINE TIMES higher than it was before (the bombs dropped)?"
(The hundreds of millions of Europeans who lived comfortably through Chenobyl would have to laugh at that low level.)

I have lived through several regional disasters. You are absolutely correct the government is in no way ready to handle a very large regional let alone a countrywide catastrophe. Besides if it’s countrywide who’s gonna show up to work for FEMA? They’ll be worried about their own families or taking care of themselves(which conjures up all kinds of Walking Dead scenarios).
