Damn she’s dumb. The population of everywhere in the US (especially in an important port city) was increasing over the next 100 years, so of course it recovered.
Office space is going to get really cheap, or they’re going to have to offer some ridiculous sweetheart incentives to fill them.

It will largely be converted to residential, with say 30% of units having to be housing voucher priced.

The feckless will be asked to pay about $200/month for their units.

It seems if the city wants all that empty office space filled they could turn it into “free” homeless housing. They’ll have the population of San Francisco rising again in no time. There won’t be a tax base from which to draw money to run the city, but at least the downtown buildings will be filled. That’s what is important, right? LOL!
