It looks to me as if the issue here is the size and brazenness of the Chinese operation.* The two arrests are as you indicate something that’s been investigated since at least last November. My best guess, and it’s only that, would be the FBI was attempting to follow up / recover the deleted files and such, and finally decided to just go with what they had.
*I’m actually more interested in the 34 plus 10 Chinese(? / all in China?) charged with the troll farm operation, reputedly operating thousands of fake accounts. Obviously none of those individuals will face arrest by the US. It is a thorny problem for countries that thankfully still allow free (or at least mostly free) debate.

In my not so humble opinion. This is EXACTLY what FR Breaking news should be. Yes there are a lot of posts that are intended to be sarcasm and FR think tank comments.
