The electors shall meet in their respective states and vote by ballot for President and Vice-President, one of whom, at least, shall NOT be an inhabitant of the same state with themselves;

The Electors shall meet in their respective States, and vote by Ballot for two Persons, of whom one at least shall NOT be an Inhabitant of the same State with themselves.
The above apparently mandates that the electors from any state where the candidates are from the same state as themselves can only vote for one of them.
So either DeSantis or Trump would have to sacrifice the electoral votes of Florida, which is crucial to their election prospects.
