....the Governor also announced that he has signed AB-969 by Assemblymember Gail Pellerin (D-Santa Cruz)—a bill to limit hand vote counts in elections.

AB-969 was drafted after Shasta County Supervisors voted to do away with machine counts for ballots and shift to hand counting for all elections.

AB 969, which targeted Shasta County’s controversial move to eliminate machine tallies in local elections, was signed by Newsom on Wednesday. The bill is an urgency statute, so it takes effect immediately. Shasta County Board of Supervisors Chairman Patrick Jones said Wednesday he had been expecting the governor to sign the bill. The new law will not affect Shasta County’s plans to hand count ballots in the November 2023 and presidential primary election in March 2024, Jones said. “I've asked legal counsel to weigh in on this. And I believe that it does not affect Shasta County,” Jones said. “We already made that decision to get away from machines in January and February. We have been waiting this entire time for the Secretary of State, which she said she would approve a hand tabulation plan. She has yet to do so. So she's simply dragging her feet on this. But we have already made our decision. And a majority of the board has already spoken.” While Jones had previously said the county would file suit against the state to allow a hand count of votes in Shasta County, he said Wednesday that may not be necessary. “As far as I'm concerned, we push forward. The state may want to sue us,” Jones said. Passed by the state Assembly last month, the bill, now law, bans the manual counting of ballots in elections with more than 1,000 registered voters. There are more than 110,000 registered voters in Shasta County. Assemblywoman Gail Pellerin, D-Santa Cruz, authored the bill weeks after Shasta supervisors in late January voted 3-2 to terminate the county’s contract with Dominion Voting Systems. Shasta County Clerk and Registrar of Voters Cathy Darling Allen 85ca0ea8-ee26-4a95-bcd6-df98d3714075-HC-5500 said Wednesday that she plans to proceed as if the county must count ballots electronically. But Darling Allen said she wants to follow the law, so she will consult with the County Counsel's office for direction. When told that Jones said he wanted to hand count ballots, Darling Allen said she wanted to find out more information about how the county is required to proceed under the new law. "I am the independently elected county clerk and registrar of voters, and I consider the board my partner, and they have to follow the law, OK? They may not think so. I can't control other people," she said. In an emailed statement to the Record Searchlight, Pellerin wrote: “I would like to thank Governor Newsom for signing this important election integrity bill. AB 969 puts in important guardrails to ensure that California’s elections remain accessible, accurate, and auditable. By clarifying the conditions under which a manual count may be performed, AB 969 ensures that no California voter will be disenfranchised by the actions and decisions of ill-informed political actors.” She said it also requires the use of federally-qualified and state-certified voting systems. The merits of the bill have stirred debate in Shasta County, and the move to eliminate machine tallies and go to manual tallies in part triggered a recall effort of District 1 Supervisor Kevin Crye, who joined Jones and Supervisor Chris Kelstrom in voting to eliminate the Dominion contract..... /

Is she afraid

And the chief mobster is Gail Pellerin, late of the Santa Cruz SSR.

By putting up this law and Newsom signing it, they have now verified that the Dominion machines are being used to skew the counts, especially in red areas of California.

What is a Surety Bond?

Surety bonds provide financial guarantees that bondholders such as public officials, companies, contractors, or unions will uphold their contracts according to mutual terms.

Surety bonds protect WE THE PEOPLE from fraud and malpractice. When a bondholder breaks a bond’s terms, the harmed party can make a claim on the bond to recover losses.

There are three parties included in a Bond Agreement:
Bondholder – All elected public officials are required to be bonded and they must sign an oath to uphold the Constitution of their State as well as the Constitution of the United States for America. Companies, contractors, and even unions are also required to have a surety bond.

We the People – The community for whom the bondholder is OBLIGATED to serve.

Surety Bond Company – This is the company that guarantees that the bondholder will serve the people.

If a claim is filed against a bondholder, the Surety Bond Company is responsible for accepting the claim(s), notifying the bondholder, demanding that the bondholder address the claim and starting an investigation if the bondholder does not resolve or rectify the situation.
