We have been waiting this entire time for the Secretary of State, which she said she would approve a hand tabulation plan. She has yet to do so. So she's simply dragging her feet on this. But we have already made our decision. And a majority of the board has already spoken.” While Jones had previously said the county would file suit against the state to allow a hand count of votes in Shasta County, he said Wednesday that may not be necessary. “As far as I'm concerned, we push forward. The state may want to sue us,” Jones said. Passed by the state Assembly last month, the bill, now law, bans the manual counting of ballots in elections with more than 1,000 registered voters. There are more than 110,000 registered voters in Shasta County. Assemblywoman Gail Pellerin, D-Santa Cruz, authored the bill weeks after Shasta supervisors in late January voted 3-2 to terminate the county’s contract with Dominion Voting Systems. Shasta County Clerk and Registrar of Voters Cathy Darling Allen said Wednesday that she plans to proceed as if the county must count ballots electronically. But Darling Allen said she wants to follow the law, so she will consult with the County Counsel's office for direction. When told that Jones said he wanted to hand count ballots, Darling Allen said she wanted to find out more information about how the county is required to proceed under the new law. "I am the independently elected county clerk and registrar of voters, and I consider the board my partner, and they have to follow the law, OK? They may not think so. I can't control other people," she said. In an emailed statement to the Record Searchlight, Pellerin wrote: “I would like to thank Governor Newsom for signing this important election integrity bill.
