I thought that the House determines how funding bill are introduced, per the Origination Clause? Or has Congress given up on that?

Only the final compromise bill, the one that everyone already agrees on, has to originate in the House.

They go back and forth...and at some point, it is indeed the House that introduces a bill to work on....
