As I understand it, if Republicans take both the House and Senate, then they could block the slate of electors from Colorado, or any other state that excludes Trump from the ballot. If that prevents both candidates from reaching 270 votes, then the majority party in the House would select the President.

There are few more legitimate reasons to block a slate of electors that a state blocking one party from participating in the election, but even if we took both houses of Congress, there would be enough never-Trumpers to ensure illegitimate electors were counted.

Not including certain electors would lower the threshold of majority. The only way to cast the election to the House is if no one reaches majority to an outright tie, or a third party takes enough electors for no one to reach majority.

Not the majority party in the House, as each state delegation gets one vote. It's the party that controls the most state delegations that chooses the president.
