That makes absolutely no sense. I get that you don't like it; I don't either. You declaring it "illegal" doesn't make it so. The States (theoretically, the State Legislatures) are absolute masters of their electors. There's no federal requirement for the people of a State to vote for electors; the Legislature can simply select them if it wants to.
If the legislature of any state were to select the electors then they could be subject to sanctions under the Voting Rights Act.
