No, this is an old tactic used by seculars who pretend that the Bible says things it doesn’t say in order to shame those who think they are, or want to be, Christians into not seeking the truth, but instead to act as they think they are supposed to act based upon the dictates of seculars.
Scripture shows there are specific responsibilities for believers and different responsibilities for governments. For the believer, don’t take revenge, but government doesn’t carry the sword in vain. Liberals like to reverse this, to let sin go unrestrained.
