What states could do is to limit new house size to say no more than 1600 square feet (and 2500 square feet on parcels of more than an acre). This would curtail invader employment and hit remittances hard.
It could all be done in the name of ‘affordable housing’.
Home starts as well as commercial real estate are not the industries to put money in unless you have connections for government contracts.
