The fact that nothing has been done shows we had no contingency plans for this.
The "plan" is to do nothing that will get the pro-hamas pro-Islamic crowd in the U.S upset. Which means they cannot have any Islamic deaths, meaning they can't do much of anything and they won't.
Having contiingency plan only works if you use it. The 25th amendment is a contingency plan for when the President becomes a braindead zombie. No one wants to apply it (and then apply it again).
