Granted he would lose a lot of money, but how much would the City and State lose? My guess is substantially a hell of a lot more.

The difference being that the NY politicians and bureaucrats don’t care. Its not their money NY is Losing. the essence of government is spending other peoples hard earned money. Businesses leave? No problem. Just tax the rest more.
