Escape from NY (1981) gave us this kind of scenario. It was set in 1997 and NY was used as a prison where you simply deposited the bad guys and let nature take its course.
1997 didn't work out quite that way because of Rudy Giuliani. He revitalized the city and made it a place where people wanted to live and work again.
It didn't take long for Democrat mismanagement to return it to dystopian expectations.
