New York only has a few decent people today.

The 2021 nonfiction book by Dem author James Patterson,
The Defense Lawyer is about lawyer Barry Slotnick.

Part 4 is the story of his defense of Bernhard Goetz. Against the odds he got most, not all, of the emotionally inspired vindictive charges against “the Subway Vigilante Gunman” dropped or reduced.
Goetz is alive and chooses to live in New York (!) among the scum.

Problem: The New Yorkers can respond to their environment by degenerating and they have.
I doubt there are enough good humans left in New York.

I completely understand why Penny took this course of action, and would do the same myself most likely. The problem is that a choke hold or carotid restraint is now considered lethal force by many jurisdictions. When someone dies from its use, the law of bad outcomes comes into play and even police officers using the hold in the line of duty are often charged with some level of homicide. See Minneapolis or the cigarette guy in NY for examples.
