The athletes competing at the Paris Summer Games will have plenty of condoms, but they will not have air conditioning.
“We designed these buildings so that they would be comfortable places to live in in the summer, in 2024 and later on, and we don’t need air conditioning in these buildings because we oriented the facades so that they wouldn’t get too much sun during the summer, and the facades, the insulation is really efficient,” said Yann Krysinski, who is directing the service of infrastructure for the Games.
The buildings housing the athletes will apparently have some sort of cooling system, however. According to Reuters, cooled water will be circulated in the floors of the rooms to generate coolness.
The decision to forego traditional air conditioning is borne of the organizing committee’s desire to make the 2024 Paris Games record-breaking in terms of reducing the event’s carbon footprint.

I grew up in Houston when our schools were not air conditioned and I didn’t get it in our house until we got one window unit during my teens.
As a young man I never dreamed that the 21st century would involve so much moving backwards.
Is that allowed? I suppose there’s no chance a professional could masquerade as an amateur so maybe the team can stay anywhere? On the other hand, the coach may want to keep the team out of trouble and insist on staying at the Olympic Village?
I don’t believe orientation of the building and insulation alone can keep a building cool.

Oh, it’s absolutely allowed. The Olympic Village is provided for the convenience of the athletes (though as hinted in the OP, it has also turned into something resembling a brothel over the past few decades), but anyone can make their own arrangements on the outside.

The last time that I stayed at a hotel in Europe they were REQUIRED to set their thermostat no lower than 78 degrees (in the summer, of course). They are literally SICK over there, as I never had similar problems in Third World places (like Los Angeles or Haiti).

I competed in the World Benchrest Championship last September...same venue and award hall they are using for the shooting events. A/C worked fine.
It was in Chateauroux which is quite a way south of Paris
There’s a method to the madness. They’re only doing this so everyone visiting Paris for the Olympics will smell as bad as the Parisians.
If they really believed the “climate change” nonsense they would cancel the Olympics—athletes fly in from all over the world.
At the very least, I'll send NATO troops to Kyiv. So at least the Ukrainian government will survive in Kyiv even if it becomes a rump state.
