If they are 20 year bonds the cost for that 6.4 billion is astronomical. And it has to be sold at current interest rates. Remember California is running a 60 billion dollar deficit. Who in the hell wants to buy bonds from the state of California under current conditions? Investors in expecting a very high rate of return.
