I’d say this disappears on day two of the Trump admin.
I predict that 2030 “mandate” trial balloon will be postponed and/or ignored by oncoming presidents.
It may take a Democrat or a Republican as bold as Trump to simply weed out and discard that “mandate” as both un enforceable and ridiculous.

In countries like France they are already retroactively applying newer emissions laws to older cars and forcing them off the road.

I think there needs to be a law that says any laws created and signed off on must occur during the current administration. Same with presidential edicts. 2030? No. Make it happen now or leave it to the next congress.
Older, older cars, yes. However, with all the electronics that have gone into the cars in the past 10 years, it's almost impossible for anyone other than the dealerships with their diagnostic equipment, to work on them.
I have a friend with a two year old Jeep that had its transmission go out twice in a three week period. Turned out to be the electronics.
