Russia is a police state. It’s only a slight exageration to say that there are security buildings on nearly every corner in Moscow and other large Russian cities. It’s inconceivable a large gathering in Moscow in the current environment wouldn’t have a large security presence unless the Russian government didn’t want one. Shades of January 6th here, IMO.

If this terrorist act is what was Victoria Nuland’s surprise, and she set had it in motion, is it why she suddenly “retired” ?
As others have stated, about two weeks ago our embassy in Russia warned US citizens not to go to large gatherings, explicitly calling out concerts.
If we had anything to do with this it is an act of lunacy. It is a sad state of affairs that it is thinkable - given our current ruling class.
