Ahh, no, I disagree.
Existing laws need to be enforced with vigor and glee. Drug dealers, distributors and users alike need to be harshly punished the same as some Asian countries do. Organized crime, which includes small street gangs, need to be disbanded with all members given the same punishment as the drug people.
