The overarching objective is the removal of Putin by destabilizing Russia through civil unrest. Ukraine (and the US) want anarchy in Russia. An anti-Muslim backlash could do that.
Any distaste for civilian targeting is confined to overt operations since the optics aren't good. Covert targeting (as here), is a different story since there's plausible deniability.
