Captain wouldn’t have had control at that point, the River Pilot would. A huge amount of Captains are either Russian or Ukrainian.

The people responsible are the CO and the Chief Engineer (CHENG). They are responsible for the safe passage and maintenance of the vessel.

I read that Captains are required to turn over control to a local pilot and copilot in this area because they are more practiced at driving through safely as they do it every day, all day. Apparently the ship itself malfunctioned, lights on the ship were observed blinking on and off before it hit the bridge so there may have been a power interruption.
Or, was the ship sabotaged?

In the the maritime world the pilot is the captain when the ship is entering or leaving port. It’s been that way everywhere for hundreds of years. That said, Im very suspicious how this ship lost power the way and the timing that it did.
How big was the crew?
Captain of the ship is always responsible for what the ship does, period. That’s how it was easily determined.
It has been reported that a local Baltimore pilot was in command of the ship so the Captain was an observer at the time of impact.

He lost power, and you can see his lights go out. This ship had the same issue in a European port recently. Whoever owns this tub owes us a bridge.
There would have been a Harbor Pilot on board so unless the Harbor Pilot was a diversity hire (can’t rule that out these days) I think it had to be some type of engine or systems failure.
Accident or sabotage is the question.
