You're right. But immigrants with similar backgrounds and sharing a common language will form networks. They'll use that network to find a mechanic to deal with to get a vehicle going again.

I saw the occupants. This was years ago, before the illegals really became an issue and they were definitely NOT immigrants, legal or not.
