Hawaii has some interesting property rights laws that favor legacy ownership. It makes it hard to "push out" locals of little or modest means.
So you burn them out. Many have no or insufficient property insurance. "The problem with Hawaii is that it's full of Hawaiians" (which is a loose affiliation at best) Very 60's hippie kinda locals.
