Correct, school vouchers are the one and the only solution to the problem. Not perfect, but still a huge improvement.

One problem, Blacks vote for Dems, Dems are owned by teachers unions and are opposed to vouchers and competition to the failing public schools. Blacks need to stop voting en bloc for Dems.

In Iowa school vouchers were a state issue, not local. Maybe the same for Louisiana?
