That’s the same thing that some areas of Atlanta’s Fulton County Georgia have done or tried to do, especially in the N and NE regions outside the perimeter where Fulton extends.
Except that those N. Fulton County cities cannot form their own school districts, and will never be able to without major political upheavals. Trust me on this, was involved with it with a nearby city.
