Basically, this is what the TTP act that Hilary was supposed to sign, had she won in 2016. Companies, as long as they provided room and board, could import their entire workforce and pay the prevailing wages of the countries of the people they were importing from.

This locks the American worker out of his own country.

Biden’s considering a green card rule change that could significantly alter stringent labor rules designed to protect U.S. workers. The process, governed by the Program Electronic Review Management system, mandates job advertising to ensure U.S. workers are not adversely affected.

The proposed Biden exemption could be applied to a broad range of tech occupations including, notably, software engineering — which represents about 1.8 million U.S. positions.

My comment:

"There is no change to the underlying immigration statutes authorizing the proposed classification changes. This makes the proposed changes unlawful. It is nice of you to warn upcoming US STEM graduates that the Federal Government will be giving more of their jobs away to foreigners just before graduation."
