It may be that the dementia has made this more frequent for Biden, but the bottom line is that he is a stupid person and he has a limited capacity for humor, and the humor he is capable of is just very low-level stuff. He has a real knee-slapper of a joke (”Don’t jump!”) and he thinks he’s has been getting laughs with this witticism for many decades. This what dumb people do.
yes, you are correct & imo he tells these other stupid jokes as a way toget peoples attention when breaking his personally delivered news that everything is GREAT , ITS ALL GOOD, BETTER THAN BEFORE.
He thinks he is a natural born comedian which he is NOT.
One other thing I have noticed,
therr sre timrs when one can see how he perceives himself.
He thinks he is some kind of noble statesman because of his age- he equates age with experience, i.e., how long he has been in Congress sitting on his duff doing nothing but prevaricating, plaigerizing and posturing.🤓
