It is my understanding that the Bishops Conference decides whether this practice will be used as the norm or not. Here in the United States it is my understanding that it is not usually done.It is in my parish, but then my parish priest is from Malta.

We veil them at the beginning of Lent and also refrain from saying Alleluia during Lent. Then unveil and shout Alleluia with bell ringing and altar decorations(altar is stripped and washed during Maundy Thursday service) Holy Saturday night.
