I’m thinking that someone could radically misinterpret the headline, because it seems to be posed as a stand-alone question. That makes it “sound” abrupt and mocking.

The “ tone” seems sneering, or challenging.

But it wasn’t originally composed as an insolent challenge. It was composed as an honest question in a series of questions.

It might help if you consider that the answer which follows, can be summarized as “NO”.
