The Mexican government has been sending thousands of Central American asylum seekers back to their conflict-ridden countries where they fear persecution, a new Amnesty International report claims. The report, based on a survey of nearly 500 people, said Mexico's National Migration Institute, INM, is violating the non-refoulement principle, an international law which bars a country to send back the asylum seekers in fear of persecution. Nearly 40 percent of those detained were in violation of non-refoulement, Amnesty International said in its report, whereas 75 percent of those detained by the INM were not informed of their right to seek asylum...

It was after his third mental competency test, all of which he passed, that Joseph Tigano started getting desperate. After all, by that point he had spent six years locked inside the Niagara County, N.Y., jail, awaiting trial on a charge of growing pot. It would be another year before the trial began. The wheels of justice are known for turning slowly, but they moved so sluggishly in Mr. Tigano’s case that on Tuesday, the United States Appeals Court for the Second Circuit issued a scathing opinion dismissing his indictment. In the opinion, the court said the case was the...

“Let go! Let go!” the boy cried in a video shown in court Thursday as he used a stick to try to stop a 70-pound pit bull named “Bully” that dragged, chewed, broke and tore at an elderly San Antonio woman’s arm until a police officer shot the dog to death. The graphic images were taken from the doorbell of Doris Mixon Smith, who was 72 on March 6, 2017, when her next-door neighbors’ pet somehow got out of its yard and attacked her — for at least five minutes — as she was gardening. Mixon Smith’s arm was severed...
