Chip-making factory in Richardson expected to create 1,000 jobs Texas Instruments Inc. plans to announce today that it will break ground Nov. 18 on a state-of-the-art chip plant in Richardson, fulfilling a major part of the economic development deal it made last year. In exchange for TI's promise to build a Texas factory that is expected to eventually employ 1,000 people, Gov.
