It appears that is only true if you are a democrat.
SHE was arrested for committing a violent crime against another person.

In some legal circles an expungement “clears” the record in a way similar to when an excutive pardons a criminal.
A little tip for anyone seeking typical competitive Federal employment in any kind of sensitive or privileged position.
If you have any arrest in your background, bring it out up front. You have a chance to explain and you probably will be given a fair chance to do so. If however you obscure your past or omit certain details and they find out, you usually are toast. Because the question becomes one of your truthfulness, candor and honesty. If they think you lack any of those things during the hiring process, they will show you the door.

My experience is that the National Crime Information Center (NCIC) keeps a record of arrests even if they are allegedly expunged.
No it is not the truth for an arrest expungement, for a conviction that was expunged, YES, you can answer NO Legally.
Democrats always get to pick and choose which laws are enforced against them.
So she lied.
She knowingly lied to a congressional committee to benefit herself.
