Sacramento -- Three years ago, Gov. Gray Davis vetoed legislation designed to prevent state contracting scandals like the one now involving Oracle Corp.

The Davis administration is currently faced with explaining why it signed a $95 million contract with Oracle to license database software, even though few agencies expressed an interest. In addition, taxpayers could end up paying $41 million more for software than if there had been no Oracle contract at all.

Actually, Oracle contributed some significant money ($25K) to Davis. And to Attorney General Lockyer ($25K). Not that that will influence his impartiality ;-).

Oracle gave something like $43,000 to Davis, and another $25,000 to Bill Lockyer. And this was five days after the contract was signed. Note to self: make sure that when I bribe the governor in return for a lucrative contract, buy off the state AG as well.

Donate $68,000, get $95,000,000. I wonder if I can get my bank to extend me a loan--it's a surefire investment opportunity.

Oh, and the contract was for 270,000 licenses for the software--the state has a total of 230,000 employees.

I just talked to a couple of construction guys. They love it. We need a bigger "Dump Davis" bumper sticker for dump trucks, something you won't miss ten car lengths back sitting in traffic in LA. I have a printer who can handle it and he'll probably do the job for cost. I am willing to do the artwork. We can have film ready tomorrow.

All I need to know is how many they want.

Actually, Oracle's business software is far too complex for lamebrained government IT people - third-rate employees who work at a significant discount compared to their public sector counterparts. This project was probably doomed no matter what they chose. It sounds like the individual state departments were at least wise enough to realize that they couldn't handle the implementations.

Microsoft doesn't have a competing product in this space. SAP, Siebel and PeopleSoft would be the likely competitors.
