Governor Gray Davis today signed an Executive Order leading to the renewal of a popular "20/20" energy conservation program that will allow customers of the state's three largest utilities to cut 20 percent off their electricity bills this summer and fall.

Notice that those who were already conserving to-the-hilt are disqualified. The more you were wasting in the past, the more you benefit from this program. As usual, the left sets up incentives that discourage the behavior they say they are trying to encourage.

There is one way to "promote" conservation. Use of a exponential sliding scale for pricing.

Clearly, Davis is trying to buy some votes from the greens and soccer moms.

But he is just as clearly afraid of another round of rolling blackouts.

And I wonder just who it is that will fund the 20% discount? The state, by order of Davis, the governor? Or the utilities, by order of Davis, Il Duce?

My wife said there was a low level energy alert today for northwestern Cal. Did yoy hear any thing about it ?

I'm already praying for a scorching California summer and will be wasting all the energy I can during that time. Consider it another campaign contribution to Bill Simon. In public accomodations, I will leave the hot water running and the lights on whenever I can. I'll also leave the hot air hand-dryer on. I will routinely complain in stores that it's too hot in there and that I won't be able to shop there unless they turn up the AC. At night, my complaint will be that it's too cold and they need to heat the place.

No , I have not heard of any low level's. In fact someone commented on a thread somewhere that it looked like they had planned for an abundance, like over by 10,000 Mw!

(AP) - State power grid operators issued their first alert in nine months, saying that energy supplies were low because of a heat wave in the Southwest that forced out-of-state wholesalers to divert electricity elsewhere. The California Independent System Operator declared the alert Thursday. It was the lowest level of warning used by the agency and called on power generators to avoid unnecessary outages. State officials said it doesn't appear that the warning means future blackouts this summer. The alerts were almost a daily occurrence in the summer of 2000...
