Notice that those who were already conserving to-the-hilt are disqualified. The more you were wasting in the past, the more you benefit from this program. As usual, the left sets up incentives that discourage the behavior they say they are trying to encourage.

There is one way to "promote" conservation. Use of a exponential sliding scale for pricing.

I'm already praying for a scorching California summer and will be wasting all the energy I can during that time. Consider it another campaign contribution to Bill Simon. In public accomodations, I will leave the hot water running and the lights on whenever I can. I'll also leave the hot air hand-dryer on. I will routinely complain in stores that it's too hot in there and that I won't be able to shop there unless they turn up the AC. At night, my complaint will be that it's too cold and they need to heat the place.
